Canadian immigration applicants only need to submit a document that verifies that their foreign degrees, diplomas, and certificates have a credible Canadian equivalent.
This document is known as Educational Credential Assessment, or ECA. WES, a provider who is certified by Immigration, Refugees and Citizenship Canada (IRCC) to handle ECAs, has announced that immigration applicants only need to submit their highest completed credential.
WES do not encourage applicants to submit any additional credentials for assessment, as it will stall the turn around time of the process. Also, ECAs are not required for Canadian credentials.
By implication, applicants that PhD do not have to submit a bachelor’s degree or master’s degree for assessment while applicants who have a master’s degree, or a bachelor’s degree do not need to submit a lower certificate for assessment.
